but my teacher told us that y=4/3x+2/3 is the slope=intercept form

Point-Slope Formula is normally used when you have a given set of coordinates (a,b):

y – b = m(x – a)

Now, in your case:

Ax + By + C = 0

Plug in your Numbers for A, B, and C and you'll get:

4x - 3y +2 = 0

Now, solve for y:

3y = 4x + 2

y = (4/3)x + 2/3
