It's an outdated technique used in the cities of teams to try to sell more tickets. Some fans won't spend the money to buy a ticket if they can just watch it on TV for free.
I've never experienced it for the Packers, even when I was living in Green Bay (though there's never a concern that their games won't be sold out). However, they would black out games from the Lions, Vikings, and Bears up there.

League rule stipulates that a game must be sold out 72 hours prior to kickoff. If the game is not, the game is blacked out for a 75 mile radius of the city. This rule is really outdated however. I remember in the mid 1990's TV stations would buy up the remaining tickets in order to show the games. Just about all NFL teams have sold out their games for the entire season. Thus, the blackout rule doesn't apply. It's about money and the NFL has plenty of that...

If the stadium doesn't look like it's been sold out, they black out the game. The NFL doesn't want people to see them with stadiums that aren't full, because it's bad for their image.

Because the general public is smart enough to not waste their hard earned money to watch a Loser team. They would rather watch them lose from the comfort of their home rather than waste money. So the NFL blacks it out because they think we care. I just check the boxscore, it's just as interesting.

it depends, if the game sells out, it means it is a really popular game and they will get a lot of views on TV, but if the game doesn't sell out because it isn't a really hott game, they won't show it on TV because people wouldn't
buy tickets, they would just watch it on TV

Green Bay has never had that problem. and its such a little town. but, so many people from all over the world keep that stadium full. Now the Vikings have had some blackouts...BOWOOOOOOH!
