I forgot the rules for those sentences, so I tried to do something fun with it, but it sure as heck didn't out.

Yes, it's a complete sentence--an interrogative one. The word order isn't the usual one, but it's not unknown. The reader or speaker would need to emphasize "this" even more strongly than if it were "Is this a great sentence?"

It is a good sentence if you change the question mark into a period. Although it is not a very good sentence.
