Could be a couple of things, first, the carburetor needs to be rebuilt. These are diaphram carbs and after a while the diaphram wears out or streches. It could also be the fuel filter which is on the end of one of the hoses in the gas tank. Make a hook out of a piece of wire and fish it out. If it looks dirty on the end replace it. I would suspect the carburetor as the most likely. You can get a rebuild kit and it is an easy job. The rebuild kit will come with instructions.

Most likely it is water in the gas. You will need to drain the carburetor, clean the fuel filter,buy fresh gas, and then it should start.

Are you shutting the choke off once it starts?
