Margaret Thatcher was not president she was Prime Minister. Unemployment was very high because when companies decide to close down they always seem to close a Liverpool branch first. I have been around long enough to know how figures to justify the closure are manipulated. it is also the reason why managers from the South are usually disliked and distrusted until proven otherwise. They are usually appointed to close a place down., or that was the feeling in the 1970's on

I was one of the lucky ones in 44 yeqars from leaving school until I retired I never had a day when I was unemployed

That time doesn't exist as Margaret Thatcher was never "President".

She was Prime Minister

And I think you'll find that, courtesy of the old witch, this country had pretty much high unemployment all over, especially in areas which had previously been big in manufacturing and heavy industries (destroyed by Thatcher. Have you seen the "Full Monty"? Unemployed Steel Workers and the derelict Steelworks which had once been their livelihoods? That was Thatcher's legacy. All over the UK but especially in the North of England and in South East Wales).
