The Romans adopted Crucifixion from the Etruscans, if you prefer to distinguish between the two. The Etruscans mixed with the Sabines, and pretty much became the Romans.

The Jews or Hebrews used stoning as the common form of execution for sins of blaspheme or beheading for crimes against the state. I believe the Romans were using Crucifixion for state crimes before they became a great state so it was probably borrowed from surrounding cultures.
Typically they tied the person high to a post the cross and nails came later.
I just enjoy reading a lot I am no historian.

According to the 'Oxford dictionary of the Classical World,' the Romans borrowed it from another culture, probably Carthage.
