if not what is the normal time dat they get out...cause i kno the high schools n my area get out Dec.21

No usually each school has a different schedule they follow. My brother's college does not start their break until the 19th of December. At my college our break technically starts December 14, but usually we can leave earlier if we are done with our finals.

No. My sisters go to two different colleges. One's last day is the 19th and another's is 14th (lucky...). High schools are different too. I get out the 21st but some of my friends get out the 19th.
Just check on the school's schedule.
