It could be a number of things. The best answer you can get is by asking her. But hypothetically it could mean
she doesn't know how to relax and enjoy the company she currently is with (afraid to become to close)
she compares the two men and starts to miss certain aspects of the other guy (something the current guy is missing)
she's probably not satisfied with either guy so she holds on to both
maybe there is a long history with one guy and she hasn't fully dealt with the breakup or her heart has not fully mended.

Both guys have attributes that are admirable, one is kind and considerate, the other funny and easy going. She wants the total package, the best of both guys. At the end of the day she will either have to compromise or find that mysterious 3rd guy that has it all. Chow
