I think it was in Bath, England. Anyway, in the olden days they had charios which were a form of transport that looked and were worked like rickshaws. Whenever someone left your house you would hail them a chario which would be like hailing a cab. you walk out your door and call out "chario" which eventually became cheerio.

It originated in England. Originally, the phrase used when a person was departing was "Be of Good Cheer". It eventually became "Cheerio".
