Stalin was the Commissar for Nationalities and he had a deep suspicion of any sign of nationalism among the various nationalities that made up the Soviet Union and threatened to become independent.
During and after WW2 he exiled many of the nationalities such as the Chechens to Siberia and they were not allowed to return during his lifetime.
There is no evidence that Lenin or Stalin were anti-semitic. many of the Bolsheviks were jewish.
