Go to the library and get the latest edition of 'The Writer's Handbook', this would be my first move. Also, get books that tell you how to set out your work, because most publishers will only accept proof work if it is set out in a certain way. I suppose you could pay someone to do this afterwards, but it may be to your advantage to do it as near as you can to the way it is required. There are probably computer programmes to assist you to set your work out properly, but I would recommend that you do a bit of research first, so that you understand what needs to be done. Good luck!!

Suggest that you consider your potential market and target the publishers who've got links & connections in that market.
Some comedy ideas e.g. Fawlty Towers are funny for English and American audiences but when performed by German actors to German audiences don't work as well. A perceptive publisher will be able to get your work to market but best do the necessary market research yourself so they've got something to work off.

I hope it works for you!
