On Friday there was a surge in which the power came on and went of several times, about 5 or six and now when I turn on the pc I can hear it running but there is nothing coming up on the monitor. I even used a different monitor to see if that was the problem but still nuthing. Could it be that the surge fried my video card?

If a different monitor does not work, that will eliminate the monitor as the problem. It could be the video card has been damaged, or other components, such as the motherboard could be the problem! If you have a spare video card, you can try switching them, but I would tend to think the problem is in the motherboard or CPU!

When you get the computer fixed (or replaced) invest in a battery backup UPS system for your computer!.
