You can't.
The ONLY way to make breasts smaller is breast reduction surgery which can be covered by insurance.
She MAY be able to lose in the breast IF she is pretty overweight. Losing weight will then help in losing in the breast. But that is only if she is overweight. If she is at a normal weight it won't work and will be unhealthy.
How old is she and what size is she? How much does she weigh?

There is NO WAY to do this... Your friend should be glad shes got them.... women like me, who dont have'em, wish they did... so tell her to embrace them, be proud! lolol
