dunno fella, sites like dailymotion are quick off the mark, while youtube seemingly allows anything.

Because theres some stupid loophole where like if its not the whole song or video then there not infringing. also most artist dont care about music videos. and no it wouldnt be possible for you too start a strickly music video site. well you could but u might get in trouble. and without a large number of visitors it would cost you money and it wouldnt be to probible but it would be possible

It's not unless the owner approves, and they'll take them down if the copyright holder complains.

They can also take down those "fan videos" where someone takes scenes of their favorite show and puts copyrighted music on as a score.

its not that theyre legal. its just that no one is complaining. if someone complains then the proper legal actions would be taken. but unless someone complains, youtube will continue to air music videos by various artists.
