On30 are 1/4" Scale (O Scale) model trains that operate on HO track. HO Scale track is 16.5mm gauge (between the rails) and figures out to 2' 6" (30") gauge in real life. During the 19th Century and early 20th Century there were many prototypical track gauges in use. Narrow gauge track was used where tight radius turns were needed such as mountainous and forested regions of the Old West. On30 is ideal for building logging or mining railroad layouts.

Beckams got it right...
That "format" of scale annotation gives you FIRST the train scale O, the n stands for "Narrow Gauge", and the following figure gives the gauge (width) of the rails.
Example is HOn3: HO scale running on 3ft (36inch) narrow gauge rails.
In HO, rails are usually spaced 16.5 millimeters apart which models the STANDARD railroad gauge of 4' 8.5 (56.5 inches)
Just FYI, the Scale denotes the ration of model to real:
O = 1:48
HO = 1:87
N = 1:160
