This is called Scientific Notation. The exponents in the factors 10⁹ and 10⁶ merely tell you how many places the stated decimal point is to be moved to the right. If the exponent is greater than the number of decimal places stated, you fill with zeros.
Alternatively, 6.6 x 10⁸ can be written 6.6E8
Examples
1.2345 x 10⁸ = 123450000 (move the decimal 8 places to the right)
1.2345 x 10³ = 1234.5 (move the decimal 3 places to the right)

This really is quite simple when you get used 2 it!
first you do the power....
so thts 10 to the power of nine, which is 10 x 10 x10 x10 x10 x10 x10 x10 x10. Which is also 1000000000.
so now the sum reads....
6.6 x 1000000000. that actually was the hard bit, an that is really easy! so the rest it jus a normal sum....
6.6 x 1000000000 = 6600000000
Easy peasy(lol such a gay word, peasy... :P)
Next 1 is a bit more difficult. to start of, it should b writen like....
(9.6 x 10 to the power of 3) x (6.7 x 10 to the power of 6)
Then you take it one bracket at a time. Lets do the bracket on the left 1st.
So first its do the powers....
10 to the power of 3 = 10 x 10 x 10= 1000
so the first bracket now reads....
(9.6 x 1000)
Next bracket.
Do the powers....
10 to the power of 6 = 10 x 10 x 10 x 10 x 10 x 10 = 1000000
so the second bracket now reads....
6.7 x 1000000
So the whole sum now looks like.....
(9.6 x 1000) x (6.7 x 1000000)
Now you do the timesing in the bracket. 1 bracket at a time. 1st, the bracket on the left....
9.6 x 1000 = 9600
next bracket....
6.7 x 1000000 = 6700000
So now the whole thing looks like....
9600 x 6700000
And that is....
9600 x 6700000 = 64320000000
this can either be written like that ^^^^, or like....
6.432 x 10 the power of 10

if you don't under stand this. then your making it harder than it is. 6.6 times 10 =66 power of nine means mulitlpy 66 times 66 nine times
66x66x66x66x66x66x66x66x66=? I hope you understand that. comes out to like 5,120,000,000,000 or is that too many zeros. my calculator says 5.12 and move decimal point 12 places.

to the second part i think the answer is 64.32 x 10 raise to the power of 9.
You multiply 9.6 with 6.7 and then you add the powers since it's being multiplied.
I'm not sure of the answer though.
