Getting a Best Answer can be very subjective. Really, it is often based more on the type of answer the asker wants than on any objective estimation of the answer's quality.
Some strategies you might use are:
1. Avoid answering questions which are obviously spurious.
2. Before giving your answer, look at answers which have been previously given for the question. If the question was factual, and most of the commenters have given the same correct answer, you don't need to add your identical answer to theirs.
3. When you give an answer, be as thorough as you can and as objective as you can.
4. Avoid giving answers in the Health section unless you are some sort of health professional. If you are not a health professional and do answer in Health, let the asker know your level of expertise or lack thereof.
5. Probably the easiest way to get a Best Answer is to correctly answer someone's homework question. I don't advise doing this, though, because students need to learn how to do research for themselves, and it is mindlessly easy to do quick research on the Web. Don't enable laziness. I do make an exception for the Language section, though.

Not that I have had a lot but the ones I have received were the ones I put thought in to. Honesty and respecting the question as a question of concern to someone I've never personally met.
