Some would dispute even the idea that we are born free. After all, I haven't seen any babies that are free to defy the law of gravity. So let's talk about different kinds of freedom.
One distinction that has been drawn is between positive freedom and negative freedom. Positive freedom has to do with your natural capabilities. Babies are not free to fly, and people without legs are not free to run around. Negative freedom is the kind that is taken away by other people. Even people with legs can't run around inside the Pentagon or someone else's property - you'll be arrested and removed.
So when we are talking about one place being more free than another or babies being 'born free', we are usually talking about negative freedom. Some countries restrict speech, movements, professions, and many other things, while others do not. And on the surface, it might seem desirable to have unlimited negative freedom as we would alone in nature.
But it's not always that simple.
Sometimes a restriction on negative freedom helps create a positive freedom. If we institute a tax, we can help people without legs get around more easily than they could on their own. If we arrest murderers, we are all free of the worry about murderers.
It is these latter considerations that seems to incline pretty much all political philosophers to agree that limiting negative freedoms can not only be a good thing, but can actually give more freedom than is given up overall. So don't just ask 'what does my country prevent me from doing?', also ask 'what could I not do unless my country helped me?'.

its almost like a circle, in order to live freely, one must have conditions that support this, in order to have those conditions, there must be rules and laws
so to me freedom is the ability to be yourself, to an extent, within the confines of the rules , finding a place where the rules let you do this
of course, this all refers to freedom of actions, one is always free within ones mind, to think what one wishes, to enjoy what one chooses, and that is the true freedom, to think for oneself,
