use walk boards meeting osha's standards, hand rails and mid rails at 42" and 21", proper support, using clean unspintered wood

you can always check out osha.gov, and they will tell ya how to do it

I well imagine the purpose of the wooden scaffold would be a consideration. It is for work related contruction? or will it have a trap door in the floor?
Most construction scaffolding is made with pipe with board runners this way it can be assembled and disassembled easily.
