should i buy a better one or will it do fine and should i just invest my money in video cards and that kinda stuff

Pentium 4 is quite outdated. You should consider even just the budget Core2 Duo like the E2140, E2160 or the new E2180.

I have a Pentium 4 3Ghz and it's working perfect 4 me as for a graphic card if you are planing to play some great new games than you need good one!! best to buy ones that have pipe cooling those are very reliable and quiet ;)

Buy a newer Core 2 processor... more energy efficient, greater clock to effective speed ratio. Plus a new motherboard will give you the benefits of the latest chipsets (look for a P35 board) including faster FSB-speeds.

depends on what you're planning to do with the pc. sounds like you want to do more than the typical user would, so I'd get a better processor plus video cards, etc
