I HAVE SET ALL 'POWER OPTIONS' TO 'NEVER', I HAVE RUN VARIOUS REGISTRY CLEANERS.

Any number of things could be wrong. Since you specified that it's happening only after downloading files from the Internet, I would guess that your computer is infected with virus.

Install Avast Antivirus (free) and/or AVG Free Edition. Also install Spybot Search & Destroy and a firewall like ZoneAlarm Free.

After installation, scan your computer using the antiviruese and the anti-spyware one at a time.

Do a reinstall it is a guaranteed fix and better overall system performance and usually quicker than troubleshooting.

Back up your data and do a format. Whatever the problem (and its a bit one) it should fix it.
