Most likely cultural profiling, send themall back to the middle east. He'll probably manipulate the law in some way that it will change religious worship. Giulani is a straightfoward guy and he doesn't have a soft side for other cultures or races. Don't be fooled by his 9/11 heroic fairytale.
I mean he did change t new york and made it a more family oriented place. There was just alot of racism and breaking of amendments that got it here. Think about it on a wider scale. He's a good joke.
