Is there a way to call a cell phone that is set to vibrate, and make it ring or make some kind of noise?

Unless the phone is set to ring AND vibrate, it won't ring.

You have to change the settings on the phone. If it's set to vibrate, you can't call it and force it to ring or make a sound.
