Where do these people come from? $8.99 a gallon for milk?
Sure, in a village somewhere in the state but not the main cities, i.e. Anchorage and Fairbanks.
As one writer mentioned, your SSI will change, so you REALLY need to know what that will be first. Most small apartments go for around $650+ (you pay electric, cable, & phone). $980/month would be tight, if not closer to impossible; especially with the cost of gas/diesel going up.
If you live in "big city" California, try moving out to a smaller community or something. I love Alaska, but in your situation, however, I don't think it's quite right for you.

It all depends on where you want to live. In a lot of small towns and villages there are not many stores. They live a subsistance lifestyle. So, how are you at hunting and fishing? There are only 3 highways in the entire state. The big cities are Anchorage and Fairbanks. They are just like any other city in the lower 48: plenty of box stores, fast food places, and chain stores. Check out the newspapers Anchorage Daily News and the one for Fairbanks. Look at the apt ads and store ads. Right now gas is $3.09 a gallon. We don't have a state tax. Heating will take a big chunk of your money. I don't think your SSI will change at all if you move anywhere.

First I would get an idea on how much houses/apartments are for rent in the area of Alaska. Do so by going to Google and search for house rentals or something of the nature. Then figure in the electric and all the other good stuff. Mainly the difference in prices from Cali to Alaska would be the rent I would say.

As the poster above points out, Alaska is a pretty expensive state to live in. But here's some information found on the state government's website that provides resources specifically for those looking to relocate:
http://www.labor.state.ak.us/research/relocate/relocmap.htm
Hope you can find some useful information.

why dont you work for a living like the rest of us? You cant be a welfare baby in Alaska. those people work and there is no govt sect 8 housing for out of staters. stay in CA until you can find a job, live on you own, and be resopnsible for yourself. Us taxpayers dont want to support you outside of CA. How can you ask a question like this and hold your head up with respect?
