STRENGTH - that is what Russia has - where doest that strength come from ?
A long and tumultuous history - an eternal problem of inner coherence which has been resolved by a tradition of centrtalized authority -
A vigorous population in which many cultures and ethnic origins make a very original result
A strong love for motherland
People used to face very difficult natural conditions - distances, climate, nature of the soils ( moors ) -+ wars & genocides
Then issued from socialism - strong respect for school, culture, art, discussion, history - and unfortunately a big preventive health system, today slowly sinking
In spite of her ethnocentrism Russia covers a very wide part of the globe, and has still today a wide sphere of influence including central Asia and Europe.
Concerning natural resources, take the CIA World fact book - and tey'll tell you 10000* better than me - Switzerland and Japan have practically no natural resources - this proves that this element is not really predominant in the " why is a country important" -
Nevertheless it is true that Russia has one of the most gigantic reserves of crude and gas, and control them again, whch enables to recreate taxes, state income, and redistribution - within 10 next years, an being considered the mass of injections in the National income, through investments ( inner and outside ), Russia will be one of the major world powers - which of course is diversely considered

Russia has an amazing amount of natural oil, but it's in an area that is extremely difficult to export.

Many nuclear warheads, lots of oil. And sometimes their soldiers don't get paid for awhile. This is a scary combination.
