It's your security (privacy) settings have blocked cookies from installing on your desktop from the website you're visiting.

set your privacy settings to medium high in internet options and check your pop up blocker to on.

Its something to do with attempts to penetrate your firewall. You can click on the icon and see what it it, I think!
