Although such records are not kept and/or are publicly available, I'd venture that Rupert Murdoch's (Fox News/News Corporation) 2004 condo purchase overlooking Central Park in New York ranks right up there.

Murdoch paid $44 million in cash for a condo once owned by the late Laurence Rockefeller. Once the deal was completed, the entire condo was fully renovated at cost of additional untold millions.
