Well growing up on a farm, we spoiled a few of ours (especially if they were sick when little). Literally had one that would follow you around like an over grown puppy and put her head on your shoulder wanting you to give her an apple or some other snack that she wanted. However when they are that friendly they can also be dangerous for they can easily hurt you without meaning to simply because of their size and strength.
If you don’t have lots of land and can realistically take care of one then no they do not make good pets.

one of our cows stuck his head in our friends car, the window was down, and it ate the steering wheel cover, and left a real mess. true story, no cows were hurt during the typing of this answer. the cow was after the salt, absorbed by the leather from sweaty hands.

I have heard of cows being pets before but I don't think they are really good pets or we would have them as pets instead of dinner.
