No, he is an expatriot who lives in France with his wife and children. He does not like to come home to America and only does so when he is needed for contract work or film making. He might be a great actor, but he can't play his way into the White House.

Johnny Depp currently lives in France. I doubt he has any interest in being the President of a country in which he chooses not to live.
