Usually people to show that a younger person is mature or an old person is immature. My husband is 43 but sometimes he acts like he is 12. So I could say my husband is 43 "going on" 12. The reverse is true. My niece is an old soul; she is very mature for her age. I could say that although she is 14, she acts like she is 40. I would say that she is 14 "going on" 40. It is not meant to be taken literally, obviously it is used figuratively.

In this case, "going on" means "about to be" - so a person who was 13 going on 30 is someone who is becoming mature TOO fast, especially if they act much older than they should for their age :-)

13 going on 30 (or whatever ages you put in) means that the person is acting or trying to be older than he/she actually is.
If the numbers are reversed--30 going on 15--means just the opposite. The person is dreaming of his/her younger days and trying to relive them by acting younger than his/her actual age.

'Going on' means approaching or nearing. She is 13 years old, but she is nearly 30 years of age.

I remember in the school playground, kids would tease another kid who is, say, 12 years old, and he'd reply with "yeah but I'm going on 13"
