The best way is through a motorcycle instruction course. I knew the basics of riding, but I went through the course and it really did help me. I recommend it to anyone who wants to learn. It not only teaches you to ride, but how to ride safely. Besides if you go through the course first and decide you don't like it, then you haven't already spent the money on buying a motorcycle. And some insurance policies do offer discounts for taking a course. If you have an ABATE program in your state, that would be a good place to start. If you go to wikipedia, there is a list of the state ABATE chapters and their links.

I'd point him to a motorcycle riding class. These both have you learn on a school bike and cover the basics of what a motorcyclist needs to know. The biggest group doing these in the US is the Motorcycle Safety Foundation, but there are others. The office that issues your driver's license will have a list of approved classes.
Also, you might want to point him to this website:
http://www.beginnerbikers.org
There's a lot of good advice there from riders with all levels of experience, from fellow beginners to guys who have been riding over 20 years.

It's not like riding a bicycle, because a motorcycle is much heavier. Usually it's heavier than you are, and that make a huge difference. You can't lean it the same way you do a bicycle.
So resist the temptation to just jump on and see what happens.

First, go buy and read the following:
"Twist of the Wrist" by Keith Code
Excellent start as to how to ride, but also how and why motorcycles do what they do when you ride them.
Super informative.

Look into a motorcycle safety class, they supply the bikes and gear, you supply the gloves, boots, pants, and jacket. They'll teach you all you need to know, since most of us are all self taught and learn the hard way.
I encourage all new riders to, you learn, you get experience, and you have fun too. Getting on a bike is not 2nd nature like all try to tell you, you don't steer in to a turn, you lean and push.... little stuff like that, that most don't know and fail to explain to others.

Hopeful is correct. Have him take a riding course.
Also, out here in Calif, if you pass the approved riding course, you do not have to take the riding test to get you motorcycle license endorsement, just have to take the written test.

Well, if he can ride a bicycle and drive a car with a manual transmission he's 1/2 way there.
