Twilight, New Moon, Eclipse!!!!!!!!!!!!!!!!!!!!!!!!!!! (Stephenie Meyer)
Best books in the world (if you didn't already know, they knocked Harry Potter off the best sellers list!!)
its basically about a human girl who falls in love with a vampire. Really good, and it has a bit of suspense, too. Don't worry its not horror, or anything.

Also:
A Walk to Remember - Nicholas Sparks
True Believer - Nicolas Sparks
The Notebook - Nicolas Sparks
Sisterhood of the Traveling Pants (not all romance but i think it counts)
Confessions of Georgia Nicholson - Louise Rennison (if you're looking for something REALLY hilarious, but romantic at the same time)
Romeo and Juliet (i actually really enjoyed it)

This is purely a matter of taste. However, I think one of the best romances in literature is not in a romance book but a classic: Jane Eyre by Charlotte Bronte.

Persuasion by Jane Austen, though not a romance, has what I believe to be a lovely romance.

I'd agree with Gone with the Wind and The Notebook.

A good romance can be found in The Outlander series by Diana Gabaldon, too.

Wuthering Heights

This is for several reasons; top among them is the tragic quality of the romance and the strength that everyone feels with. Plus the aesthetics are awesome.

That one is rather difficult as there are so many that could be classified in such a way. But, I would have to say that the ones at the top would have to be:
-Gone With the Wind
-Wuthering Heights
-Pride and Prejudice
and
-Jane Eyre
