If the rom you have is 24.3 MB and has 13 zipped files, you should have a complete rom. The zipped files are as follows:

jst-01m
jst-02
jst-03
jst-05m
jst-06m
jst-07m
jst-08m
jst-09m
jst-10m
jst-11m
jst-12m
jst-13m
jstu-04

If you have the right rom and are experiencing choppy video and sound, Mame states the following:

MAMEInfo:
GAME: Rival Schools (USA 971117)
The video emulation isn't 100% accurate.
The sound emulation isn't 100% accurate.

This may or may not be addressed in the future and made more accurate.
