I'd agree with the above poster, regarding affordability. However, the entire Bay Area is pretty well connected via public transportation. Have you considered living in a suburb rather than the city itself?
My uncle makes a decent salary as a chemist with the Environmental Protection Agency, and even he lives in nearby Vallejo while opting to commute to the city for work.

The sunset/richmond districts are both safe, and have a lot of affordable garage-converted apartments. (Usually a bit substandard and you have to pay rent in cash, but liveable.) You might be able to find a one-bedroom for $1000/month, or a studio apt for $800.

Affordable? nice area studio $1400/month plus $2000 deposit, you rarely find a studio under $1000 even city's many in-law units( basement or garage remodeled)
Try east bay or share with others.
