My girlfriend has just started taking Levaquin on Friday for a UT infection. Since last night shes been dizzy and had a headache. Her Dr.s office is closed untill monday morning. Should she stop taking it or wait till she can talk to someone on monday?

There must be someone on-call for her doctor over the weekend, so call her doctor's office and leave a message that you need to talk with the on-call doctor right away. Explain the problem briefly so the doctor who calls you back will have some useful information.

Those are common side effects but what ever she is comfortable with doing

I would go to a pharmacist.
