Is it meant to be completely racist against whites or is that the joke of the show to show how stupid it is?
Would a show like that be allowed on the air if it was all whites instead of blacks?

sexy_n_chicago: Whats the difference between the Sarah Silverman show making fun of racism and a show with black people making fun of racism?
If ones racist then the other is too.

Billy Joe Royal
Down In The Boondocks
(Chorus:)
Down in the boondocks, down in the boondocks
People put me down 'cause that's the side of town I was born in
I love her, she loves me, but I don't fit in her society
Lord have mercy on a boy from down in the boondocks
Ev'ry night I watch the light from the house upon the hill
I love a little girl that lives up there, and I guess I always will
But I don't dare knock on her door 'cause her daddy is my boss man
So I'll just have to be content to see her whenever I can
Chorus
Down in the boondocks, down in the boondocks
One fine day I'll find a way to move from this old shack
I'll hold my head up like a king, and I never never will look back
Until that morning I'll work and slave, and I'll save every dime
But tonight she'll have to steal away to see me one more time
Chorus
|: Lord have mercy on a boy from down in the boondocks :|

the show isn't meant to be racist, it makes fun of racism. i personally enjoy the show but i am not a racist person. as for part 2 of your question, the show is based around a black family, and would not be the same if it was all about whites. of coarse it would be allowed on the air, but it wouldn't be a good show because the show is shows racism through a black mans eyes, not a white mans eyes.

The show, if you watch it enough, picks at mostly stereotypes. We all know there's different sides to the story when it comes to that, but the show mostly picks at the basics. Boondocks mostly picks at some of those stereotypes and focuses them to seem silly and other to be something we need to pay more attention to, because they are becoming more of a reality. Hell Uncle Ruckus backs up white people 100%. And lets be honest, how many successfull shows you know on tv that win emmys and such have a pre-dominant afican american presence. Frasier, Seinfeld and Friends can win all day long. but what about Martin, or Girlfriends, or Half and Half. Better do your homework.

Boondocks is a rather selfish concious examination of race issues in the us.
The black characters are generally extreme cliches.
Like the grandpa who solves most problems with a bit of butt whooping. Then you have the gangsta, the looney conspiracy former, the gentrified lawyer and the black girl who doesn't quite realise she is black.
There is an element of truth in "boondocks" but the black characters are really ciphers to represent various african american stereo types. But it is the same 5 jokes repeated endlessly.
The white characters tend to land in the peripherary of these main black characters and once again represent a particular type of reaction to african americans from anglosaxan americans.
Everything in cliches have their origins in reality. Boondocks feeds on concepts from with reality, however because it is only these cliches we have to question its value and even be prepared to make accusation of racism.
