The whole gang had gone to that scientist's place where they put those things on their heads and it switched their personalities.Dino accidentally got in there when Fred was on the other one so Fred became Dino and vice versa.Then they were switched back.

The person doing his voice died, and he was a close friend of the creators. So they did not replace him. The character was made specifically for this man, I can not remeber his name though. I learned this in a socialology class.
