What do you mean by "summer"? And when does it start?
The inter tropical zone has a high sun all year, to distinguish between 'summer' and 'winter' for this region is meaningless.
Do you start seasons at an arbitrary date such as 1/12 (12/1 for those in the US), 1/3 . 1/6 and 1/9 or do you use the solstices and equinoxes? If first of month, the areas south of the Tropic of Capricorn start Summer tomorrow (1st December).

No part, the winter in the Northern hemisphere starts on December 22 so that would be the start of southern hemispheres summer, and its not December yet.

The southern hemisphere has opposite seasons to the northern hemisphere.
So winter in the northern hemisphere is summer in the southern.
The dividing line is the equator.
