I live in Michigan and I don't prune until Spring. Often I have new growth on old wood and I can determine if I want the plant to go in that particular direction. Be patient though, I rarely get new growth on my butterfly bush until very late Spring. Sometimes I think it's dead but it always come back.

What ever turns your crank......that is you can do it either time. I prefer to wait until just before new growth starts (or had started) so I can determine what died off over winter. If we are talking about the big thick stems down low, whenever you can get to them.
