I found the sites provided by the other answer people imformative and interesting but they didn't answer the question. For instance, I have read that the the percentage of blacks that vote is lower then white, hispanic, or Asian and the highest percentage is Hispanic. So, one would have to find out what percentage of each demographic actually votes and multiply the two together then normalize for the whole. For instance, if 30% of blacks vote, that would be 3.6 %, if 35% of whites vote, that would be 21%, and if 40% of Hispanics vote, that would be 6%. If that were 100% of the voters, then black = 12%, Hispanic = 20%, and white = 68% of the voters (based on 12/15/60/13). Note: these numbers are made up.

That would be a long list to note each particular state, but the average Black population is around 12%, while Hispanic is 15% and white around 60%. We also have Asian, American Indians and other minorities that do not fit into the three you listed.
