It was her personal belief
that the Bush Administration
(The President and those appointed by him such as Powell, Rice, etc.)
did NOT take actions in the area of diplomacy
(such as sanctions, discussion, etc. through the UN and other agencies)
that might have had a better chance at success than a full-scale invasion of the country.
She also does not believe that an invasion had ANY chance to succeed.
Diplomatic: 1. Relating to or characteristic of diplomacy;
Diplomacy: 1. Negotiation between nations.
Agenda: 1. a list of matters to be discussed at a meeting
2. a list of aims or possible future achievements
THEREFORE
"Diplomatic Agenda" is "aims to be achieved through negotiation"

Ha Ha! I hope that is not an exact quote. Besides the fact that it is the worst example of proper English I have heard in a long time, but yes, "diplomatic agenda" is brand new (made up) political jargon used for no other purpose than to confuse liberals into thinking she is saying something meaningful, when in reality she is not.

A diplomatic agenda is something that we as a nation had pursued with Saddam Hussein for 13 years. UN sanctions are diplomatic practices.

Diplomatic agenda means, "lets talk instead of throwing accusations and starting wars."
Much smarter, harder to make happen, and the end usually results in no death to Americans.
