Your first contact should be with either your local council or local police force. They can attempt to enforce an anti-social behavioural order (ASBO) against the source of the strange behaviour.
If this proves ineffective, a private prosecution could be brought. You should seek legal advice, recommend you speak to the local citizens advice bureau before proceeding.
Failing all the above, and if you can find them, you could call Ghostbusters.
