at first the bill of rights didnt invlude blacks or women in it and they werent given rights---when was this changed? ( they year) andd how?

Women gained the right to vote with the ratification of the Nineteenth Amendment to the U.S. Constitution in August of 1920. Women voted in their first general election that November.
Blacks were first given rights by the Fifteen Amendment to the Constitution which was ratified in February of 1870. But, they only gained full voting rights in 1965 with the passage of the Voting Rights Act.

in the 70's i think.not really sure but it sure sucks.because now they take advantage of it too much.
