ink looks randomly spilled. covers both sides entirely

First, if you can, I would check for security features. Check for the watermarks (the magic faces)and if you have a magnifying glass, look at the number five. I know that some $20 bills have "USA20" writted hundreds of times to made up the shading. I'm not sure about this though. I have no idea why it would cover both sides entirely. But, I don't think the ink was an accident. To save you some time, just go to a bank and excange it. If its not real, you probably won't get any money because you found a fake bill. But hey, its just twenty bucks.
