Don't use the word retarded it is offensive. If Riley has a learning disability or brain disorder he may not know you are insulting him but it is insulting to the friends and family of those that do.
If he has a disability he may not have as much control as a typical child so work with his therapist.
If he is a typical child use typical things like rewards and punishments. Offer him a dollar to be quiet 15 minutes or remove yourself from his area.

Patience on your part would be a help. I am going to guess that this is a younger brother, your best bet would be to ask for a parent to silence the child. He is most likely seeking attention, and since his actions bother you, he is going to keep on with what he sees as effective harassment. Ignore him, don't respond to what he does, and eventually he will give it up. Responding, in any way, shows that he is being effective. Ignore him and don't respond and eventually he will give it up because what he desires is not working.
If this is another kid in the neighborhood, ignore him, or complain that he is harassing you. As a female, you have many rights that boys do not enjoy. Unwanted attention is against the law, and that law knows no age limit. You can make life exceedingly bad for a boy if you want to. A charge from you of harassment against him is going to get a good many people working on your behalf to put an end to the problem. Just be sure that if you invoke the legal protection that you have as a female that it isn't just a 'get even" action. The complaint could backfire on you, and get you into trouble.

Does it rely that he's "Asian"? Why could you factor that out? consistent with danger his identity bothers you extra suitable than his strikes, because of the fact it does not appear as if he's doing something malicious to you. Do what you in many situations do whilst human beings annoy you; shrug it off. additionally, asserting which you have an "Asian maximum suitable pal" does not advise which you at the instant are not racist.

My daughter asked if she were like her 2 year old when she was young. I had to laugh, I told her sometimes she never grew out of her terrible twos. I told her to be patient and enjoy it all and she does....

Entertain him with some music, or a coloring book to keep him busy.

FOCUS ON SOMETHING ELSE. . . FOCUS ON SOMETHING ELSE and KEEP IGNORING HIM (listen at first to make SURE its not IMPORTANT). . . if not, FOCUS, MEDITATE, IGNORE. It's like dealing with a bully. See there's no fun if a bully can't get to you so eventually they stop and pick on ppl that reacts to them. If you IGNORE the child (but stay aware of his safety) then he'll SHUT UP and take the talking somewhere else once he realize he isn't getting next to your nerves or getting no type of reaction from you. well how old is he? if hes little like 2 or 3 just tickle him that usually works and say alright lets watch some t.v. maybe he's crying because he misses his mom and dad just say there coming home soon. just dont yell at him that would make him cry more..just be calm and show that you care and add a smile:) hope it works

Give him something to do.
A game
drawing / coloring
TV / Kids show, or Movie, and
give him some Popcorn to eat.

Ask first.

you can;t, I've found the best thing to do is, sit an play with them and thn ask them to find something quiet to do, it' s a compromise, but it's better then asking them to shut up for hours on end
