NH3 H20 F-: yes - they all have lone pairs
Na+ Al3+ CH4: no - they have no lone pairs

I suppose you want ligands for Co(III). NH3, F-, and H2O would behave, but but Na+, Al3+, and CH4 would not, because the latter have no pairs of electrons to donate.
