It depends on the fish and the water they are in, as you said. Saltwater fish need to drink water and force the salt out of their gills to stay hydrated. In saltwater, there is a higher concentration of water inside the fish than outside, so the fish has to work to pull water inwards. In freshwater, the fish naturally absorbs water through its gills and skin because there is more water outside than inside the fish. Remember that water always moves from the highest concentration to the lowest (through osmosis).

No, fish do not drink water. They do pass water through their gills which extract oxygen which is then sent into the blood stream.
