Who keeps the "official" time during a college football game? Is it one of the field refs, or an official in the booth? Occasionally you'll hear the referee tell the booth to reset the game clock, but I'm not sure if he's keeping time or someone else tells him to change it.

The time keeper in the press box, shown on the scoreboard. The only time the refs keep it is if the scoreboard fails.
