Do they ever have a normal shot at life? If their lungs are not developed, will they ever grow to be functional human beings?

Yes. Depending on how much development they missed out on they will usually have some sort of long term issue. Asthma, breathing difficulties, poor oxygenation, and a number of other things.

Other times, if the development wasnt too far from the norm they catch up in a few months and are perfectly normal, with the off chance of health risks from it late in life.

Yes. If they are born premature we can give them what's called Surfactant and put them on a ventilator. It helps expand the babies lungs. Premature babies' lungs are pretty stiff. Then it is a matter of putting weight on them for them to leave the hospital. Often they can live normal lives. Sometimes they are more likely to have other health issues later in life.
