Have you checked Fire Mountain Gem's website? They sell a lot of products for displaying jewelry. There is a good chance they will have one. Either that, or check with a beauty supply outlet like Sally's.
If you would like to make one though, you could try making a plaster one. Maybe even involve your daughter in the process to personalize. Gifts don't always have to be surprises. One of my favorite homemade gifts was a blanket made by my mother using fabric I chose. I also have a quilt she gave me that I worked with her on as well.

Go to the local beauty supply store and purchase a "practice hand". Manicurists use these to practice doing nails on. Not too expensive and will do the trick with a lot less mess than filling a glove with plaster or concrete. Plus I would think that method would distort the fingers and the rings wouldnt fit. Or my fav, try ebay. Do a word search for Manicure Hand or Practice Hand.
The hands look like this

Here's what you need to do: get a rubber glove (a strong one), then tape it well to a piece of strong card (duct tape is best) and hang over a bucket. Then use stone powder (it's stronger than plaster of paris), mix (I think it's 3 parts powder to 1 part water - add the powder to the water, not the other way round). Make sure you make plenty! Then slowly pour the mixture into the glove halfway. Squeeze out the bubbles, top up, squeeze out then top up fully. Agitate the bucket a little by tapping to eliminate bubbles, then when you think it's all out of bubbles, level off the top. It'll go warm as it dries! Then remove, rinse and voila! You can also do it with resin and stone powder too, go to Hobbycarft and they will help. You can also do it with clear resin and marbles too if you're feeling fancy!
To make it stable, mount it on a piece of wood with a screw underneath.

Take a cloths hanger made of wire. With gloves to hold on to it and pliers to shape it you can easily make her one.If you wanted you can paper-mache this or you can get another hanger to fill it out more. I've made things this way before and it isn't all that hard. Use a block of wood for the base.Just drill two small holes or make them with a thin nail. Insert the ends of the hanger into this and put in wood glue if it is loose. Have fun and good luck.

Have a look at your local craft shops - they may have moulding kits - if your making a mould the best way is to use the gel that dentists use to do teeth impressions and dental plaster - it doesnt fall apart like plaster of paris
other than that ebay - Im sure Ive seen some there

You can buy articulated wooden hands in art shops, similar to the manikins and horses artists use as models but they are very expensive. If you daughter draws it would serve two purposes. Just thought I would mention it but the suggestions above may suit you better..

Check a flea market or a peddler's mall (if you have one). I've seen about a billion glass hands for that purpose for sale in such places.

They have those wooden hand models at art stores for shaping to draw. Just remember that if you use anything abrasive (like 1st answer of concrete) it will scratch metal and gemstones.
